Steps to Recreate

1. Started Release 10.3.x with run.sh
2. Go to User Management > Users
   The above-mentioned error will appear in the logs

Workaround/Resolution Action

1. Goto Settings > Features > Show External ID for the user profile
2. Toggle the Show External ID feature ON and then back to OFF
