Issue: Watchers field value disappears from Release

Issue

Watcher Field becomes unset on below actions both in new and old Task drawer UI

1. Updating Duration on a task
2. Clicking on the Set status text and disabling the status flag, setting status to attention needed, and set
3. Status to a risk
4. Updating the Start Date
5. Updating the Due Date
6. Adding Precondition (we typically add precondition 0==1 when we want tasks to auto-skip. 
7. Under Handling failure, clicking on Enable task failure handler and deselecting option to Enable task failure handler 

Affected Products & Versions

22.1.x, 22.2.x, 22.3.x, 23.1.x

Steps to Recreate

1. Add a watcher to a Release Task. 
2. Update one/more above fields in the same task in UI.
3. Close and re-open the same task in task UI.
4. Added watcher in step-(1) is removed.

Workaround/Resolution Action

The issue is fixed in the following versions of Release:

• Release 22.1.17
• Release 22.2.13
• Release 22.3.11
• Release 23.1.5
• Release 23.3.0
